  • Self-directed Care: Willingness to self-direct care or have a designated representative manage it on the individual’s behalf.

What Counts as a Need for Care

Covered needs include assistance with daily living activities such as:

  • Bathing, grooming, and dressing
  • Meal preparation and feeding
  • Mobility and transfers
  • Medication reminders and administration
  • Skilled tasks such as wound care or injections, when the personal assistant is trained by a nurse or the consumer

If a family member is already providing this kind of support regularly, the consumer may qualify for assistance under CDPAP.

When a Representative Steps In

Not every consumer can direct their own care independently. When cognitive decline or a serious physical condition makes that difficult, a trusted family member or friend steps in as a designated representative and manages the full arrangement on their behalf. The program can still be used when a designated representative manages care decisions.

Financial Requirements for CDPAP Eligibility

Medicaid eligibility comes with financial requirements, but the exemptions protect what most families actually own. Medicaid eligibility includes financial limits that may change each year, though several key exclusions are built in.

  • A primary residence is fully exempt.

Who Is Not Eligible

  • Spouses cannot be paid as personal assistants for their partner
  • Parents cannot be paid for care provided to children under the age of 21

What the Caregiver Must Provide

To qualify, every personal assistant must meet the following conditions.

  • Pass a pre-employment physical examination
  • Hold a valid ID and proof of insurance
  • Be legally authorized to work in the United States
  • Agree to follow the care plan set by the consumer or their representative

The 2025 Program Transition

CDPAP services remain fully available as of March 2025. The update that came into effect moves personal assistant payroll to a single statewide fiscal intermediary, replacing the previous system of multiple individual ones.

Can a personal assistant live outside the consumer's home?

Yes. The personal assistant does not need to share a residence with the consumer. A friend or family member living separately qualifies as long as they meet the eligibility conditions and can fulfill the approved care hours.

What happens if the consumer's condition changes after enrollment?

A reassessment can be requested through the Independent Assessor at any time. Approved weekly hours are adjusted based on the updated evaluation, keeping care aligned with what the consumer genuinely needs.
